The county government has already adopted a complete streets policy and some funding from the Penny for Pinellas is dedicated to this work. More resources may be needed though if we expect to see great changes quickly. Walking may be the most important end to any trip as all who bike, drive or bus to a location are pedestrians in the end.

These two images above depict completely different planning practices. To the left, downtown Safety Harbor presents a pedestrian scale, comfortable, walk-able environment. To the right, Ulmerton road does have sidewalks, bike lanes and plenty of space for cars but is disproportionately designed for the automobile. This environment is hostile and any pedestrian seen here is assumed to not have a car.
If you desire more human-scale environments vote for transportation alternatives which encourage more walking.
