The analysis team tried to connect our major activity centers. Downtown Clearwater/ Clearwater Beach to Carillon Business Park to Downtown St. Petersburg. Importantly, the project carries riders over the Howard Frankland Bridge to Tampa.

This plan developed in 2004 shows the 20 year plan for bicycle trail ways like the Pinellas Trail. Many segments have already been built and entire map by 2024. This funding is already funded by Penny for Pinellas. But more projects or more aggressive building can occur with passing of the transportation tax.

MASTER PLAN
"This would allow construction of the first phase to begin in FY 2015/16. It is assumed that construction of the first phase will take approximately four years.
The first 13-mile segment would be in operation in FY 2019/20 and the total corridor would be in operation by FY 2023/24.
The light rail service would operate 18 hours per day, from 6:00 AM to 12:00 AM, with a service frequency of 15 minutes during the week, on Saturdays, and on Sundays. Based on research of other light rail systems, operating costs per revenue hour are assumed to be $310 in 2010 dollars. A total of 3,700 annual deadhead hours have been estimated for inclusion in the operating cost assumptions."
PHASE 1 LIGHT RAIL
Cross-Bay Express Bus Connectors
This network of express bus services will provide inter-county connectivity and will support regional travel
patterns between Hillsborough and Pinellas County. Two service routes will provide a direct connection
between the HSR service and Pinellas County beaches. One service route will operate between
Downtown St. Petersburg and Tampa International Airport, and the last route will mimic the existing PSTA
Route 100X service, which currently provides commuter express service between Gateway and the Marion
Transit Center in Downtown Tampa.
Premium Bus Network
The premium bus network is based on the MPO’s Countywide Enhanced Bus Transit Concept Plan (2008).
That plan was prepared to delineate a conceptual premium bus network that consists of a dynamic set of
transportation modes operating in concert to improve mobility and accessibility to major activity centers
throughout the county. The premium bus network will consist of bus rapid transit, limited-stop, and express
bus services.
Local Service Network
PSTA has developed a concept for a network of local bus service that will support the MPO’s Countywide
Enhanced Bus Transit Concept Plan. A set of guiding principles was developed for this analysis, along with
catchment areas for feeder routes and community circulators. This network of service routes will lay the
foundation for the
Premium bus service will enhance
PSTA’s 10 most productive local bus routes and other bus service improvements will improve peak
frequencies on local feeder routes connecting with the premium bus network to 10- to 15-minute
frequencies.
BUS IMPROVEMENTS
The Alternatives Analysis tried to find the best type of transportation option to connect Clearwater and St. Petersburg and then across the Howard Frankland. Several types of technologies were studied including heavy rail (commuter rail), bus rapid transit, and light rail. Light rail was selected for its premium ride type, speed, flexibility and more benefits.
This is a crucial step in planning our infrastructure, one that Hillsborough County never completed before putting the sales tax referendum on the ballet. Voters in Hillsborough didn't know what actually would be built so they voted no.
